It's hard to quantify where exactly the Raiders offense sits based on game three of their exhibition season. On one hand, they had many drives that ended with no forward progress, and on the other they had two 70+ yard touchdowns. The name of the game was penalties - and there were a lot of them in this sloppy affair.
Jason Campbell looked like a very competent quarterback on the opening drive, completing pass after pass, it would be a drive ending in seven points for the Raiders.
